THE CASE FOR TACTICAL PLANNING
Higher customer service, lower inventory, shorter lead times, increased flexibility, increased production productivity, and more focus on business tactics (versus fires); these benefits are real for those companies who take an aggressive and strategic view toward not just implementing Tactical Planning but making it part of the way they run business.

 

 
APPROACH
For those of you who are at a point where you need to build Tactical Planning processes from scratch, assess and improve your current planning processes, or take your current processes to a superior level, SCE provides Tactical Planning Implementation Coaching configured to the level of support you need.
 
The Supply Chain Excellence approach utilizes a trainapplyreview technique integrating formal instruction, guided practice, and independent "homework" assignments.  The project work follows the discipline highlighted in Master Scheduling: A Practical Guide to Competitive Manufacturing book and is summarized in major phases:
 
Phase 0 – Build Organizational Support
Phase 1 – Planning and Organizing
Phase 2 – Detailed Process Design
Phase 3 – Pilot 1
Phase 4 – Pilot 2

TYPICAL PROJECT DELIVERABLES
Typically, each phase consists of 2 to 4 days of "classroom" instruction facilitated by the coach, followed by two weeks of "homework assignments" for the project team to complete.  Each phase also incorporates a steering team review focused on decision making and prioritization.  Listed below are the typical tasks performed by the coach and project team.
 
Build Organizational Support – Executive Tactical Planning Briefing, Implementation Scenario, and Go/No Go Decision
 
Planning and Organizing – Project Team, Supply Chain Definition Matrix, Product Family and Manufacturing Resource Alignment Matrix and Pilot Scope, and Project Charter
 
Detail Process Design – Kick off Project, SCORŪ Metrics, Supply Chain Competitive Requirements, Leading Practice Assessment, Transactional Productivity Summary, AS IS and TO BE SCOR Level 2, 3, and 4 Process Flows, Capacity Reports, Technology Plan, Tactical Planning Pilot Calendar and Process Effectiveness Evaluation
 
Pilot 1 – Pilot targeted Product Families and/or Resources, Pilot 1 Process Evaluation, Process Modification
 
Pilot 2 – Pilot targeted Product Families and/or Resources, Pilot 2 Process Evaluation, Process Modification
 
Implementation Planning and Resource Roll Out – Product Family/Resource Roll Out Plan, Permanent Organizational Plan, Technology Plan Business Case (as necessary), Process Evaluation-Continuous Improvement Plan

 

 
COMPANY RESOURCE COMMITMENT
There are always four project roles: executive sponsor, steering team, project leader, and project team.  The project team needs to be populated with people who will own the different aspects of the process, i.e. demand forecast, supply planning, financial reconciliation of units to business plans, and senior leadership review.  The project team will transition the process detailed design into a permanent process that will need to be owned by the senior management team.  The installation of this process in your company will potentially have far reaching organizational re-design implications.
